What to put in a first freelance portfolio when you have no clients

Waiting for a client before you make work is a loop that never starts. Invent the brief. Pick a real shop, campus society, or clinic and make something they could use.
Three pieces, one audience
Do not scatter across five industries. One audience lets a stranger understand you in thirty seconds. A page, a post series, or a simple tool is enough.
Write the brief on the case study
Problem, constraint, what you shipped, what you would do with a budget. That paragraph is the portfolio. Screenshots without a brief look like homework.
Price the next job
A clear starting rate beats open to discuss on a blank page. You can raise the rate after two paid jobs. You cannot raise a rate you never wrote down.
Ask for the smallest paid version
Offer a one-page fix, not a six-month retainer. First clients buy a contained risk.
