CSC Scholarship Pakistan: Chinese Government Guide

Last checked: 28 September 2026 against HEC's Chinese Government Scholarship Program pages for 2026–27 (Introduction, Eligibility Criteria, Financial Coverage, How to Apply, Required Documents, Program Offered). At the time of writing, HEC's published Type A cycle was for academic year 2026–27; a separate HEC announcement for a 2027–28 Type A intake had not yet appeared. Type B university programmes follow each Chinese university's own calendar.

The Chinese Government Scholarship, often called the CSC scholarship, is one of the main fully funded routes for Pakistani students who want to study in China. It is also one of the easiest awards to misunderstand. There are two common paths: Type A (bilateral / HEC nomination) and Type B (Chinese university programme). Mixing them up is how people miss deadlines.

This guide explains both paths for Pakistani applicants, using HEC's last published Type A rules and the structure that usually repeats each year.

Type A vs Type B

• Type A (HEC – Chinese Government Scholarship): you apply on both the HEC scholarship portal and the CSC portal. HEC is the nominating agency for Pakistan. HEC's How to Apply page lists Program Category Type A and Agency Number 5861.
• Type B (Chinese University Programme): you apply to a CSC-designated Chinese university, which nominates you. HEC states that applicants on Type B or other CSC programmes are responsible for their own applications. HEC does not nominate them.

You can pursue Type B even when Type A is closed. Many serious applicants do both when the calendars allow it.

What HEC published for the last Type A cycle (2026–27)

According to HEC's Introduction page for the Chinese Government Scholarship Program 2026–27:

• CSC offered 75 seats for Pakistani students: 35 bachelor's, 25 master's and 15 PhD;
• HEC was the nominating agency;
• the HEC portal deadline was Monday 5 January 2026 at 4:00 pm Pakistan Standard Time.

That Type A deadline has passed. As of 28 September 2026, HEC had not published a new Type A deadline for a 2027–28 nomination round. When the next cycle opens, expect a similar pattern — an autumn or early-winter HEC portal window — but treat any date you see on a blog as unofficial until it appears on hec.gov.pk.

What the scholarship covers

HEC's Financial Coverage page for this programme states:

• Tuition: fully funded by the host university, covering education, administration and health insurance costs;
• Accommodation: free university dormitory or an accommodation subsidy;
• Stipend: monthly stipend as per Chinese Government Scholarship policy;
• Travel: to be borne by the awardee.

HEC also states that it has no financial liability for this scholarship. Exact monthly stipend rates are set under CSC policy and confirmed in your award documents; check the figure on your offer rather than relying on third-party blogs.

HEC's Program Offered page lists typical durations, including a Chinese language preparatory year where applicable: undergraduate 4–5 years plus language, master's 2–3 years plus language, doctoral 3–4 years plus language. The preparatory year is mandatory for undergraduate programmes unless the applicant holds a valid HSK Level 3 certificate (validity: 2 years).

Eligibility (HEC Type A rules from the 2026–27 page)

• Pakistani or AJ&K national; dual nationals are not eligible;
• in good health;
• incomplete degrees on the closing date are not allowed;
• Undergraduate: Intermediate / A-level / FA-FSc (12 years), under age 25 at application;
• Master's: 16-year bachelor's degree, under age 35;
• PhD: master's / MS / MPhil, under age 40;
• must meet CSC portal requirements and the admission rules of the chosen universities;
• must not currently hold another scholarship of this type;
• must provide a USAT score (undergraduate) or HAT score (master's/PhD). For the 2026–27 cycle, HEC required a minimum of 50 out of 100.

Language rules stated on HEC's eligibility page include HSK Level 4 for Chinese-taught master's or doctoral programmes and HSK Level 3 for Chinese-taught general or senior scholar programmes, with some waivers. Confirm current language rules with your target university.

Undergraduate applicants for China also face the China Scholastic Competency Assessment (CSCA). HEC made CSCA mandatory for September 2026 undergraduate intake applicants. Watch for the CSCA date that applies to the next intake on csca.cn and HEC notices.

How to apply when Type A is open

HEC's How to Apply page requires both portals:

1. Apply on scholarship.hec.gov.pk under Learning Opportunities Abroad;
2. Apply on the CSC / Campus China system as Type A, Agency Number 5861.

Missing either portal disqualifies the Type A application. HEC says hard copies are not required at the application stage.

HEC's Required Documents checklist for later stages includes notarized educational documents, CNIC, domicile, birth certificate, a study plan or research proposal (minimum 200 words for undergraduate; 800 words for master's and PhD), language proof, a passport valid to a stated date, the Foreigner Physical Examination Form, a police clearance certificate, recommendation letters for postgraduate applicants, and preferably a pre-admission letter. HEC's eligibility page also says all Type A applicants must submit at least one pre-admission document from a chosen university.

Type B while you wait

If HEC's next Type A notice is not out yet, start researching CSC-designated Chinese universities that open Type B applications for 2027. Each university publishes its own deadline, usually in the northern hemisphere winter. You still apply through the CSC system, but under the university's agency number rather than 5861.
